EU Highlights Progress on Global Gateway Green Shipping Corridors

11 October 2025

At the Global Gateway Forum in Brussels, the European Commission announced new steps forward in the Global Gateway Green Shipping Corridors (GGGSC) initiative—an international effort to accelerate maritime decarbonisation and strengthen global cooperation.

Key Announcements

Two major developments were presented at the Forum:

  • A Memorandum of Understanding between the Port of Algeciras (Spain) and the Panama Canal Authority to develop a digital and green shipping corridor.
  • A forthcoming Letter of Intent between the European Union and Chile to advance the first green maritime corridors linking Chilean and European ports.

Commission Perspective

European Commissioner for International Partnerships Jozef Síkela emphasised that maritime transport is essential to global trade but remains a significant source of CO₂ emissions. He noted that stronger international cooperation—supported by innovation, digitalisation and new technologies—can help build resilient, climate-neutral trade routes that benefit both economies and the environment.

Background and Context

Maritime shipping accounts for nearly 3% of global greenhouse gas emissions and faces a complex transition toward low-carbon operations. Challenges include regulatory differences, investment needs, and the adoption of new fuels and technologies.

The GGGSC initiative aims to support this transition by promoting:

  • the use of renewable and low-carbon fuels
  • advanced vessel and port technologies (e.g., dual-fuel engines, improved port operations)
  • increased digitalisation to enhance efficiency

International Collaboration

The Algeciras–Panama partnership is expected to improve both environmental and operational performance on a key global route.
Similarly, EU–Chile cooperation will begin with a feasibility study for green corridors between Europe and South America, supporting cleaner trade links.

About the Global Gateway Approach

Launched after a proposal by Denmark in 2023, the GGGSC is part of the EU’s wider Global Gateway strategy to support sustainable and resilient global infrastructure. The initiative brings together EU Member States, industry partners, and international stakeholders to promote green maritime connectivity.

Global Gateway Forum

The Forum gathers leaders from the EU, partner countries, financial institutions, industry, and civil society to advance infrastructure investment aligned with the Sustainable Development Goals (SDGs).

About Global Gateway

Global Gateway is the EU’s investment framework to promote smart, clean, and secure connections in transport, energy, and digital sectors, while strengthening health, education, and research systems. Through the Team Europe approach, the initiative aims to mobilise up to €300 billion in public and private investments between 2021 and 2027.
